The present study was conducted by two Delphi methods, analytical survey. The instrument used was a researcher-made questionnaire for Delphi method and analytical survey and the statistical population studied in the Delphi section of 15 experts in the fields of banking, economics, software and network regarding the knowledge center, 270 managers and experts of the Central Bank of the Islamic Republic of Iran. They were analytical in the survey section. Descriptive statistics was used to analyze the statistical data in the descriptive section and structural equations and partial least squares (PLS-SEM) were used for inferential statistics. Regarding the effective components in establishing a knowledge center in the central bank, it shows that the priority of knowledge audit components with an average of 6.85, organizational standards with an average of 6.00, human resources with an average of 5.74, knowledge resources with an average of 5.66, hardware and software facilities with an average of 5.35, Security with an average of 4.30, strategic plan with an average of 4.26, interaction and communication with an average of 3.89 and network infrastructure with an average of 2.96 have the most impact. The results showed that what is important from the perspective of panel members and experts and experts of the Central Bank and include the primary priorities is the audit of knowledge and content, organization and human resources. The most important factor from the experts' point of view is the existence of knowledge audit in the central bank organization. A smart contract is a computer transaction protocol that enforces the terms of a contract. The purpose of this study is to design a model of blockchain-based agreed service level intelligence using data foundation theory. This research was conducted based on the data theory of the Cholera Foundation with a qualitative-quantitative approach. The method of data collection in the qualitative section is in-depth interview and the interview texts were analyzed in three stages of open, axial and selective coding. Atlas software was used to analyze the data. The sampling method is snowball. 13 interviews were conducted with experts in the field of information and communication saturation technology. In the quantitative part of the statistical population, knowledge-based companies active in the field of information and communication technology were determined and based on the structural equation model method, a sample size of 160 people was selected. For quantitative validation of the model, structural equation modeling method was used. In the qualitative section, determining causal, context, strategy, intervention and consequences of designing the service level agreement model was performed and in the quantitative part, the effect of causal conditions on the main phenomenon was 0.618, the effect of the main phenomenon on the strategy was equal to 0.589 0. The effect of underlying conditions on strategy was 0.543, the effect of interventional conditions on strategy was equal to 0.413 and the effect of strategy on outcome was calculated equal to 0.676. On the other hand, their failure rate is very high and makes it difficult for supporters and funders to predict their future success. Therefore, considering the distinct conditions and high rate of technological developments of the ICT industry compared to other sectors and its high share of GDP, the purpose of this study, is to identify the local failure factors of ICT start-ups by interviewing experts and practitioners.This article is an applied, qualitative and quantitative research based on inductive approach which extracted failure factors using qualitative thematic analysis with MAXQDA software and then, these factors were ranked by using the fuzzy best-worst method through Excel and Lingo softwares.The basic themes extracted from the text of the interviews were classified into fourteen organizing themes and three global themes: internal factors of the start-up, near environmental factors and distant environmental factors. The results showed that the start-up internal factors, close and distant environment have the greatest impact on the failure of ICT start-up, respectively. The entrepreneurial team and the government were also recognized as the most important internal and external factors for the start-ups failure. From the point of view of all experts, an entrepreneurial team with complementary specialties and different capabilities can overcome all the challenges of the business development path. But is ghostwriting actually an academic problem, and can national regulations in Iran, including the fore-looking Acts, counter ghostwriting and prevent it? Or at least stop its growth? In this study, by referring to library and legal documents, the literature of the subject has been investigated as much as possible and then, according to the criteria of intellectual property, and the valid regulations in Iran, based on analytical-descriptive method, while providing a legal definition of ghostwriting, different aspects of this research misconduct have been explained and legal answers to the questions have been given. The study showed that contrary to the provisions of Note 5 of the Prevention and Coping of Fraud in the Preparation of Scientific Works Act (2017), measures such as editing, research collaboration or translation, which have been considered as exceptions to ghostwriting and scientific misconduct, can be precisely the example of ghostwriting and therefore, this Act cannot prevent ghostwriting in practice. To ensure security, proper management is needed to maximize security levels so that complex paths can be eliminated, performance improved, the information technology infrastructure library process structure optimized, and ultimately the goals achieved. The present study is based on a detailed analysis of relationships, manual and systematic models by studying the security of research achievements in three categories: free, academic and organizational. We consider the probability of attacks in processes in four areas and three general modules, specific, propagation by analyzing security scenarios and with maximum levels in the simulation model. Also, the maximum levels in the case study are dedicated security module in free category 10, academic category 23, organizational category 14 and in publication security module, 24 levels for journal and 8 levels for conference. In determining the probability of an attack occurring, probabilities that are negligible and close to zero are eliminated. Then, based on the available information, a simulation model is presented, parameter change testing and calibration are performed, and the best possible values are determined in accordance with the data. This research tries to create security by estimating the effect of limit states in processes by simulation by providing manual and systematic models. The research is considered as an applied-developmental research. Question 1 using library studies and quantitative content analysis (Two automatic analysis tools "SEO timer" and "SEO check-up site" were played), question 2, survey and questionnaire, question 3, experimental survey, pre-test and post-test. First, 12 components were extracted as the main components of library SEO. In the second stage, 7 main components of augmented reality content were identified and then a library was selected to test the impact of augmented reality content on SEO. The result of using augmented reality on its visibility showed that the library site's ranking in Google retrieval has improved by an average of 60% in one month (without major advertisements and notifications), which can be based on two components: the number of visitors with an increase of approximately 98 % And the duration of users' presence on the site should be justified by an approximate increase of 120%. The result of using augmented reality on its visibility showed that the library site's ranking in Google retrieval has improved by an average of 60% in one month (without major advertisements and notifications), which can be based on two components: the number of visitors with an increase of approximately 98 % And the duration of users' presence on the site should be justified by an approximate increase of 120%. The results showed that information system capability had a positive and significant effect on decision making performance and decision-making performance had a positive and significant effect on business process performance. The analysis also showed that decision-making performance played a mediating role in the relationship between information system capabilities and business process performance, as well as in relation to these capabilities and organizational performance. The high level of experts' agreement with monetizing of the platform through "Advertising" and their low willingness to have "Legal and regulatory bodies" in the platform and taking the advantage of its benefits can be regarded as the most interesting findings. Considering the important role of "customer trust" in the platform, it can bring about the success and failure of a platform.
