In terms of purpose, the present research is applied and the type of research is descriptive-exploratory. Also, information gathering is included in documentary and survey research. The findings of the research showed that 8 main and 27 research sub-criteria were identified during the fuzzy Delphi method in the implementation of digital transformation, and in the next step, their weight and rank were determined using the dimensional chain analysis (AHP) method. These are, in order of weight: digital transformation infrastructure, organizational transformations, digital investment, digital change tools, digital digital experiences, Global digital innovation and developments, digital thinking, digital knowledge management. Also, according to the findings of interpretive structural models in 5 levels, it has the quality that organizational changes and digital investment are placed at the first level and the prerequisites of digital change in Karaj municipality are numbered. Digital transformation infrastructures along with organizational transformations and investment in the field of digital transformation are considered as the most important influencing features in the implementation of digital transformation in Karaj municipality. This is the concept that considering the nature of Karaj Municipality's service provision, other urban management organizations and municipalities of the country can also take advantage of this research in the digital transformation of their organization. دف از این پژوهش ایجاد و گسترش یک مدل مفهومی برای تحول دیجیتال در سازمان‏های مدیریت شهری، همچون شهرداری‌ها و به‌طور خاص، شهرداری کرج است. پژوهش حاضر از نظر هدف، کاربردی و از نوع توصیفی ـ اکتشافی است. از لحاظ گردآوری اطلاعات، در زمرۀ تحقیقات اسنادی و پیمایشی قرار می‌گیرد. روش پژوهش دلفی فازی با استفاده از پرسش‏نامه، به‌منظور غربالگری معیارها و زیرمعیارها بوده است. از تکنیک مدل‌سازی ساختاری تفسیری (ISM) برای شناسایی و طراحی الگوی روابط علّی و معلولی معیار‌‌ها و از روش تحلیل سلسله‌مراتبی (AHP) برای تعیین وزن معیارهای نهایی مستخرج از فرایند دلفی استفاده شده است. پنل دلفی این پژوهش نیز، از 15 متخصص و خبره در حوزه مدیریت شهری و استاد دانشگاهی شکل گرفته است. بر اساس نتایج دلفی فازی، 8 معیار اصلی و 27 زیرمعیار مؤثر در پیاده‏سازی تحول دیجیتال شناسایی شد که در مرحله بعد با استفاده از روش تحلیل سلسله‏مراتبی وزن و رتبه آن‌ها مشخص شد. این معیارها به‌ترتیب وزن عبارت‌اند از: زیرساخت‏های تحول دیجیتال (274/0)، تحولات سازمانی (228/0)، سرمایه‌گذاری دیجیتال (121/0)، ابزارهای تحول دیجیتال (103/0)، اقدامات استراتژیکی دیجیتالی (095/0)، نوآوری و تحولات جهانی دیجیتال (087/0)، تفکر دیجیتالی (056/0)، مدیریت دانش دیجیتالی (036/0). همچنین طبق یافته‌های مدل ساختاری تفسیری، معیارها در 5 سطح دسته‌بندی شدند؛ به‌طوری که معیارهای تحولات سازمانی و سرمایه‌گذاری دیجیتال در سطح اول قرار گرفت. زیرساخت‏های تحول دیجیتال، به همراه تحولات سازمانی و سرمایه‌گذاری در حوزه تحول دیجیتال، مهم‏ترین معیارهای تأثیرگذار در پیاده‌‌سازی تحول دیجیتال در شهرداری کرج شناسایی شد. با توجه به ماهیت خدمات‌رسانی شهرداری کرج، سایر سازمان‏های مدیریت شهری و شهرداری‌های کشور نیز می‌توانند از یافته‌های این پژوهش، در مسیر تحول دیجیتالی سازمان خود الگوبرداری کنند. https://www.aimj.ir/article_207861_0e3a3d5eb54a12eeb563de60db541744.pdf
