A Comprehensive Review of E-Government Readiness Assessment Models and Providing a Methodology for Assessing E-Government Readiness in Governorate Analysis Level

The purpose of this research is to provide a methodology for creating an e-government readiness assessment model for governorates. To this end, it is necessary to carefully examine the evolution of electronic government readiness assessment models. This study has been done in two ways: the first method of reviewing the systematic literature of e-readiness assessment models from 2010 to 2017, and in particular the focus on studies of the last decade, which included parameters such as the functional focus area, geographic focus area, the type of data used, the method The data collection method, the data analysis method, the basic model used and the main evaluation indicators are reviewed in this systematic review, and the second method is to examine the evolution of e-readiness assessment models, based on the four generation or period evaluation methods They have gone through a developmental process to describe these courses from a dynamic process, Deming cycle, which consists of four stages of plan, do, check and act. The evolutionary process of evaluation models begins with the examination of the digital divide evaluation models and ends with the examination of the design-reality gap. Based on these two systematic studies, the most recent approach to e-readiness assessment is to use the theory design-reality gap approach, which uses local in-built design to create appropriate models that fit native features. In this paper, by carefully examining this theory and extending it to the field of e-readiness assessment, a step-by-step methodology has been developed to create an appropriate e-readiness assessment model for governors. In this methodology, the dimensions of design-reality gap theory include information, technology, process, goals, values and motivations, staff and skills, management, and structures and other resources (money and time) as the main indicators that are considered that to be native, they are required to create sub-indicators for each of them. Based on three distinct gaps in the theory that exist in the design and implementation environment, including the Country Context Gaps, Hard-Soft Gaps and Private-Public Gaps, these indicators are adjusted and for the governorate Specifically, a specific model will be created.
