Data-Driven Culture in Organizations: A Systematic Review and Conceptual Analysis

Abstract
In recent years, the reliance on data within organizations has moved from being an advantage to becoming an essential requirement. As data volumes expand rapidly in the era of big data and digital transformation, the cultural alignment of organizations with data-oriented practices becomes increasingly significant. A stronger orientation toward data encourages more rational and evidence-based thinking in managerial decisions. This study aims to identify and clarify the main components of a data-driven culture in organization. To achieve this, Kitchenham’s systematic review procedure was adopted, and the reporting process followed the PRISMA guidelines for transparent and structured literature reviews. In the initial search, 654 academic records related to data-driven culture were retrieved from major databases. After removing duplicates, 334 studies remained. The titles and abstracts of these works were screened, and papers unrelated to the objective namely, identifying the components of data-driven culture in organizational settings were excluded. In the next stage, the full texts of the selected papers were reviewed. To minimize bias, two researchers independently evaluated the methodological quality of each study, and papers with insufficient rigor were removed. Additional priority was given to studies published in Q1 journals, and the remaining papers were appraised using the CASP 2023 checklist to ensure theoretical soundness. In total, 31 studies met the inclusion criteria. The synthesis of these studies indicates that data-driven culture in organization is a dynamic and multilayered concept. It emerges through the interplay between data-driven values and beliefs on the one hand, and organizational infrastructures and symbolic elements on the other. Among the most prominent components identified are data-driven decision-making, the values of transparency and accountability, organizational data infrastructures, and leadership that actively encourages data-oriented behaviors
