طراحی مدل اعتمادآفرینی ناب دولت الکترونیک؛ بررسی تجربی در تهران

چکیده
پژوهش حاضر با هدف طراحی مدل اعتمادآفرینی و بررسی اثر میزان اعتمادآفرینی در کارکرد دولت الکترونیک در تهران اجرا شده و به تبیین شاخص مؤثر بر ابعاد اعتمادآفرینی پرداخته است. همچنین راه‏کارهایی در جهت تعالی و بالارفتن مشارکت سراسری شهروندان و اعتمادآفرینی ناب در دولت الکترونیک در تهران ارائه‌ شده است این پژوهش به‌روش توصیفی ـ هم‏بستگی انجام شده است. برای گردآوری داده‌های موردنیاز پژوهش، از سه پرسش‏نامه استفاده شده است: پرسش‏نامۀ استاندارد دنگ جهت کارکرد دولت الکترونیک؛ پرسش‏نامۀ محقق ساخته برگرفته از بلنگر و کارتر و پرسش‏نامۀ مورگسن برای اعتمادآفرینی. پرسش‏نامۀ پژوهش مشتمل بر 32 سؤال بوده است. گویه‏های پرسش‏نامه، در سه بُعد متغیر مستقل، شامل اعتمادسازی دولت‌ها، اعتماد الکترونیکی و اعتمادپذیری شهروندان و یک بُعد متغیر وابسته دولت الکترونیک تدوین‌شده است. حجم نمونه با استفاده از روش نمونه‌گیری تصادفی خوشه‌ای با تخصیص متناسب 388 نفر و سن بالای 18 سال تعیین شد. تحلیل داده‌ها با استفاده از نرم‌افزارهای آموس و اس‏پی‏اس‏اس انجام گرفت. یافته‌های پژوهش نشان داد که سه بُعد اعتمادسازی دولت‌ها، اعتماد الکترونیکی و اعتمادپذیری شهروندان، بر کارکرد دولت الکترونیک، به‌صورت مثبت و معناداری اثرگذارند. مؤلفه‌های برازش مدل ارائه‌شده، یعنی ریشه خطای برآورد (41/0)، برازش مطلق (645/0)، برازش تطبیقی (969/0) و نیکویی برازش (900/0)، مدل را تأیید کرده است و نشان می‌دهد که مدل پژوهش قادر است متغیرهای اصلی پژوهش را اندازه‌گیری کند. نوآوری اصلی این پژوهش، طراحی یک مدل مفهومی جدید برای اعتمادآفرینی در دولت الکترونیک است. برای اعتمادآفرینی در دولت الکترونیک، بیشترین تمرکز بایستی در زمینۀ اعتمادسازی دولت‌ها و پس از آن، در اعتماد الکترونیکی صورت گیرد. با توجه به اینکه هر یک از بُعدهای پژوهش شاخص‌هایی دارد با فراهم‌سازی زمینه‌های اصلاح در جهت رشد و تعالی این شاخص‌ها، شرایط افزایش اعتمادآفرینی ناب در دولت الکترونیک فراهم خواهد شد.

چکیده English

This research aimed to examine the impact of trust-building on the performance of e-government in Tehran and to investigate and explain the key indicators affecting trust-building dimensions. Moreover, the study proposed strategies to enhance overall citizen participation and foster genuine trust in e-government in Tehran.This research was conducted using a descriptive-correlational method.To collect the necessary data,three questionnaires were employed:1.Deng's standard questionnaire for e-government performance,2.A researcher-made questionnaire adapted from Blengro and Carter, and 3. Morgan's questionnaire for trust-building. The questionnaire comprised 32 questions.The questionnaire items were structured into three dimensions of the independent variable, including government trust-building, electronic trust, and citizen trustworthiness, and one dimension of the dependent variable, e-government. The sample size was determined to be 388 using a stratified random sampling method with proportional allocation. Data analysis was conducted using SPSS and Amos software.The research findings indicated that the three dimensions of government trust-building, electronic trust,and citizen trustworthiness had a positive and significant impact on e-government performance. The fit indices of the proposed model, namely (Root Mean Square Error oApproximation: 0.41), (Goodness of Fit Index: 0.645), (Normalized Fit Index: 0.969),and (Comparative Fit Index: 0.900), confirmed the model, indicating that the research model had the capability to measure the main variables of the study.To foster trust ine-government, the primary focus should be on government trust-building, followed by electronic trust. Considering that each dimension ofthe research has specific indicators,creating conditions for improvement and development of these indicators will facilitate the enhancement of genuine trust in e-government.
