استفاده از مدل نمودار شبکه وابستگی برای شناسایی عوامل ریسک پروژه‌‏های فناوری اطلاعات در کشورهای درحال‌توسعه: موردمطالعه مکانیزه کردن سیستم گمرک

چکیده

با توجه به اهمیت فناوری اطلاعات در توسعه کشور‌های درحال ‌‏توسعه و مشکلات موجود در مسیر پروژه‏‌های استقرار فناوری اطلاعات در این کشور‌‏ها، این پژوهش با اتکا به ادبیات پژوهش ریسک فناوری اطلاعات به شناسایی عوامل ریسک این پروژه‏‌ها در کشور‌های در‌حال ‌‏توسعه ‏پرداخته است. هدف از این پژوهش آن است که عوامل ریسکی را که توسط مدیران پروژه‌‏ها در کشورهای درحال‌‏ توسعه در حال حاضر مشاهده‌‌ شده‌اند و روی شکست پروژه‌‏ها تأثیر قابل‌ توجهی دارند و حین استقرار پروژه‌‏های فناوری اطلاعات در کشورهای توسعه‌‏یافته نیز دیده ‌‌شده‌‌اند، استخراج‌‌ کنیم. در پی دستیابی به این هدف، یک پروژه استقرار فناوری اطلاعات که در بیش از نود کشور درحال‌‏توسعه اجرا‌شده بود یا در حال اجرا بود مورد‌مطالعه قرار گرفت و با مصاحبه با کارشناسان فناوری اطلاعات و ابزار مدل‌‏سازی مناسب شامل نمودار شبکه وابستگی، عوامل ریسک پروژه‏‌های استقرار فناوری اطلاعات در این کشورها شناسایی شد. پس از انجام این پژوهش 54 عامل ریسک شناسایی شد که طبق نتایج و تحلیل‏‌های ارائه‌شده حدود 65 درصد از عوامل ریسکی که مدیران پروژه‏های فناوری اطلاعات در کشورهای درحال ‌‌توسعه با آن مواجهه هستند عواملی است که در کشورهای توسعه‌‏یافته نیز به آن‌‏ها اشاره‌‌شده است.

Although Information Systems and Information technology project play an important role in countries development, there are some problems in the path of these projects implementation especially in developing countries. Therefore, it seems that identifying the IS implementation risk factors in developing countries, can be useful   for project achievement and have a good impact on development process. In this research, the subject of the study is the project of establishing an automation system in developing countries, which has a key role in import and export, economy, culture and society of these countries. In light of direct observation, projects documents review and first round of interviews, by using Dependency network diagram model, the system and its implementation project were modeled and their dependencies networks were created. In the second step, we interviewed the experts in seconds round by using these models to find the risk factors of implementation project.  By interviewing the experts regarding their role in DND we want to study the risk factors concerned of dependencies related to one or several roles that respondent play in IS implementation project in this program. As result of this work, 54 risk factors were identified. According to the analysis and interpretation, about 65 percent of these factors are those that have been seen in developed countries.
