The purpose of this research is to create and develop a conceptual model for digital transformation in urban management organizations such as municipalities and especially Karaj municipality. In terms of purpose, the present research is applied and the type of research is descriptive-exploratory. Also, information gathering is included in documentary and survey research. The findings of the research showed that 8 main and 27 research sub-criteria were identified during the fuzzy Delphi method in the implementation of digital transformation, and in the next step, their weight and rank were determined using the dimensional chain analysis (AHP) method. These are, in order of weight: digital transformation infrastructure, organizational transformations, digital investment, digital change tools, digital digital experiences, Global digital innovation and developments, digital thinking, digital knowledge management. Also, according to the findings of interpretive structural models in 5 levels, it has the quality that organizational changes and digital investment are placed at the first level and the prerequisites of digital change in Karaj municipality are numbered. Digital transformation infrastructures along with organizational transformations and investment in the field of digital transformation are considered as the most important influencing features in the implementation of digital transformation in Karaj municipality. This is the concept that considering the nature of Karaj Municipality's service provision, other urban management organizations and municipalities of the country can also take advantage of this research in the digital transformation of their organization.
